You need copies of your passport You just need to send copies of your passport anyhow. I had applied for my PR in Novemeber, got my FP and sent them later.

You can send the FP after your application You can send the FP after you have sent the appllication so that you get in the queue, You can send the FP with the Reciept number the consulate gives you.
