    No Title sesa99, Thank you for all the info. The sad part is my attorney believes in sitting back and doing nothing(LAZY GUY) much. And I cannot ever get to an IIO in VSC. I will keep trying to contact the IIO. Will writing to VSC help ?

    Also I am unable to talk to IIO at the VSC phone # - it is always busy. What is the best time to call INS? Most of the people who have RD in 2000 have received their FP notices. Any help appreciated.
