I am pursuing NIW (EB2) by myself and I got RFE last. I woul appreciate if anyone can teach me how to respond "pursuing labor certification would adversely affect the national interest". Thank you so much.

I would like to know if any NIW case is rejected by INS without RFE? It seems to me that INS always RFE in every NIW case rather than simply denies it. Am I right? Thank you for your response.
