I am currently on GC and will be eligible to apply for USC in 2009. Can I apply for my parents' CG while waiting to be eligible for my USC? :confused: or Do they have to wait until I become US citizen?

We been thru same thing in past and its perfectly fine. My MIL never had problem re-entering after extension and expiring I-94 during waiting period.
