Yes, looks like NPC will process both state and regional. And also looks like NPC will follow the current methodlogy to process RIR and NON-RIR after Jan 1st.
It's still confusing though...the memo is not clear and leaves lot of gray areas. We'll only know clearly after Jan 1st.
From what I understand from the memo.
All "un-opened" cases in SWAs will go to NPC
All "opened" cases and Regional DOL cases goes to BEC.
SWAs will not "open" cases after Jan 1st 2005 irrespective of PERM status.
Yes. after PERM that is the only way to apply for LC.
I also posted the same question. I went back to the memo and read it thrice. Here's what I understand.

Hi all!
I'm a newbie and I just learned abt the NPC and BEC. My RIR case was filed in april 2001 in Dallas and remanded to NON-RIR in Sept 2003 to SWA. I've not heard from SWA since then.
Now, Just wondering what will happen to the case?
Will it go to BEC or NPC...
Gosh.. I thought NOV 2003 date is real. It looks like typo now.
