I applied for my 485 in 2005 and spouse in 2007, will I be able to use cross chargeability based on her country of birth now?

I am an Indian citizen, born in a foreign country while my parents lived there and then moved back to India when I was 5 years old. The only document I have for proof of birth is a letter from the Indian Embassy in that country certifying my birth. I will not be able to go to that country now...
