As far as I know USCIS does not do 551 Stamp in your passport these days. If you have not done your biometrics already then you just have to go to the Application Support Center and give your biometrics. Normally a card is mailed within a few days of biometrics. I hope this helps a bit.

Yes, your GC is done. Congratulations. You don't need to get your passport stamped. It seems the cards are sent really quickly these days and they don't do passport stamping any more. You'll get your card within a week.
You need to register only if the period of stay in India is six months or more. The registration needs to be done within two weeks of arriving in India. But registration is required only for adults.
This surely means that your AP has been approved. But they might not have mailed it yet. Try calling USCIS to get more info. For my spouse's AP we got the same message for a long time, before we received the actual AP. I hope this helps.
