the government's answer is very standard. Every defendant lawyer uses the same tactic: denying everything (except solid facts like Name, address). If they don't deny, the allegation will be admitted to the court as facts, and the lawyers would probably be sued for malpractice.

Are we forgetting something wonderful called "governmental immunity"?
I don't know much about immigration law, but I do know federal agencies are usually protected under governmental immunity when they exercise their "discretionary" functions, such as funding allocations.
