I would recommend you write a letter to CIS and CC your senator. If you can visit your senator and explain this to him/her it would be even better. It sounds like your case fell through the cracks and I'm sure if you get the right person they will try to help you. Good luck.

Hi..I went to the UK a couple of years ago on my RTD. Everything was fine. I received the visa on the same day of application. These days, they are even more efficient, as the whole application process can be done online.
