Thank you. Can we submit 3 most recent pay stubs rather than pay stubs before we submitted the application?

My wife submitted application for H4 to F1 transfer. Recently, we received a letter from INS requesting my last 3 pay stubs prior to application. Because there was no project, I had not received pay for six months before application. What should we do now? Any suggestion is appreciated.
