You don't give up your passport to the USCIS. It's the property of the country that issued it. they may ask you to turn it over to them depending on their laws, but you don't give it to USCIS.

They can and often do interview candidates BEFORE the eligibility date. The oath on the other hand can not be scheduled before eligibility. So I don't think ASC appointments have anything to do with that.
