Did you hear from SF consulate?

Planning to sponsor gc for my parents. Dad was born in Burma( now Myanmar) but is an Indian citizen, I got a no birth record available from Embassy of Myanmar at Washington. Can I use that to submit as proff of birth + passport etc.
