Thanks. But my question was that given that they were denied a visitors visa in the past what are the chances that they could be denied again. Clearly they have no intention of immigrating here and they only want to come visit here once in a while.

Initially my in laws were twice denied a visitor visa (and treated very rudely too at the embassy but that is another story). Frustrated we applied for their green card (we are citizens). They got a green card and came here a few times. However at their age they are not inclined to come here...
