H4 to F1 conversion

Doubt on stamping location
Hi, Currently I am on H4 and would like to change my status to F1 (to study as well as work) also to obtain CPT.Will I have to go back to India for stamping or I can get the stamping done here in USA Please clarify. Thanks Manju- ms36538
