In my case, I got all kinds of notice within 2 weeks from the date I applied. The interview was done a month after the notice. And I have been always in legal status.

In my case, it was 2 week.

For your information, I was approved asylum while under F-1 visa and I have never informed my school about my status's change. I worked 20 hrs a week as usual during 4 months waiting for the decision.

I don't think the chance is higher if you are required 2 year residency. The chance maybe lower as the asylum officer may suspect your motive of applying for asylum. Your motive might not due to the real persecution but because of the 2 year rule.
