Thanks. But I wonder if the risk is any more than going back a second time to Chennai - which is again a 50/50 chance. I wonder if the US consulate in the middle east will even allow my mother to apply since she is just visiting.

My mother's B2 visa was rejected in Chennai recently. She is scheduled to visit the middle east for a few months - can she re-apply for the visit visa while on a vist to another country? Are her chances any less than going back to Chennai? Thanks.
