No Title Since you are EB2 and current I think you can susbstitute although I do not know how the law treats substitution by a beneficary. Maybe your Attroney will know.

No Title ND 06/23/99 , FP 04/00, EB2. Have called the IIOs four times and have gotten four different answers. The IIOs are either not telling the truth or they have no clue as to what is happening. Anyway, the misery continues....
