I think the expected length of trip should be more than one year and less than two years (because: staying abroad for less than one year does not need re-entry permit; the re-entry permit is only valid for two years)

Yes, applying for the re-entry permit can be done online. Use form I-131 along with the supporting documentation and fees to apply for this permit.
