You got that right. USCIS clearly says this :
"The card must be in your possession at all times. This requirement means that you are not only required to have a currently valid Form I-551 at all times, but also that you must carry your currently valid Form I-551 on your person at all times"

According to September Bulletin cut off date for EB2 ROW is Jan 2007. Does it mean that there is a possibilty for anyone who has a PD in 2006 to be approved in the month of September? Or will it be over-ruled by there-is-no-visa-number-available-until-October thing?
