Is certified copy necessary for I 140 or can we just use the print out of the BEC webpage and original LC Application and file I 140. My case got approved on 11 Jul at PBEC, but the attorney hasnt received the LC Approval

My labor was filed in 2004 and is now in BEC. While this is happening, people who filed PERM after me will be getting EAD soon and will be eligible for AC21. What kind of ridiculously unfair immigration system is this?
