Exactly. When US wants people from one country they should be willing to offer GC's based on their entry date or some other reason and not simply on country of birth.

Country quota is a clear discrimination like OP said. Prior to coming to US they can discriminate but not after coming in. In fact country limits should be based on number of visas issued or number of GC's applied.
You can have I-94 within US. You can't file extension for a person who doesn't live here. So the simple answer is you just file your H1 and send your H1 copies for your wife & kids to get a visa stamping to enter US.

TSC is processing any application faster but NSC really sucks. Now I can estimate how many years it will take for them (Only NSC) to get my GC even if the dates are current in future.

OP my A# is also different like yours. How did you proceed? Unlike my friends unfortunately mine went to NSC instead of TSC. All the process were too slow because of NSC.
My attorney said that using AP invalidates H1. Keep your AP with you and try to play a safe game by getting H1 stamping with along H4. H4 stamping alone may lead to lot of queries by consulates.
Worst case if your H1 is rejected you can still come back with your AP.

pswami is 1000% right. I have seen a lot of people who said that they want to leave US in 6 months or 1 year. They will repeat the same but stay for ever and apply for GC and so on. GC (or even PD) has unlimited potential whereas pay raise is short term only.
