Very common! My company takes about a month just to issue the $195 I-140 fee....roadblocks in each and every step of the way....I guess there is not much we can do...

1 labor can be used only for 1 I-140 No! Your friend cannot use the labor if it is already been used to file for his colleague's I-140.

PD is only relevant when filing I-485 Here is how I understand it:- A PD is only relevant while filing for I-485. The two I-140s are part of 2 complete different GC processes. So your EB3 I-140 will have your EB3 LC PD (say old PD) and your EB2 I-140 will have your EB2 LC PD (say later...
