I do not believe in mistakes. They know exactly what they are doing and it is very diabolic. I am sure you have an American born kid or your spouse holds and advanced degree, or your company is in financial trouble. The majority of the 2001/02 remaining cases are from NY DOL where there is no movement at all in any direction. Any clue?
