Which part confuses you? There is a per-country cap on EB that does not exist on H1B. If India's share of H1B is larger than its EB cap in % it will be retrogressed more than ROW.

That is just rude. I would assume the majority of the injured service members will be offended by the gesture. If USCIS wants to reward the service members and/or make them feel better they should not just forward unwanted items sent by frustrated GC-hopefuls.
