    two year rule

    Sir my husban was issued a type R visa/class J1 issued date was april 26 2002 and expired aug. 15 2002.He went back before the expiration date.. It says here in the visa that "two year rule apply"what does it mean??can he still use this visa now if he want to come to U.S.?
