I would not think of pursuing further if you don't have intention to migrate to CA. The reasons are you'll waste a lot of money and get nothing from it, and you can't maintain residency requirement for 2 countries at the same time.
I would recommend to take it easy and wait for more if you're sure that they already received your application (it seems like you could track yours w/ the carrier). As many apply, it may delay in the process.
However,I'm not sure whether you can send them a fax to ask about it in this case...

1. Yes, many people are waived for interview. I think especially people who had been living in the US for years.
2. You must submit Police Certificate from the country that you had been more than 6 months after the age of 18. So, yes ...you have to get Police...
