Forgive me for my ignorance.. Was this Bill Carson the head of PBEC and he was booted off? When did that happen? Anything changed after that?

I don't think this particular proposal is fair to people with older cases stuck at BECs, especially those at PBEC. Frankly, I think it's sensible not to focus on proposals like that.
