How do you know package reached on June 30? June 30 is a saturday, USCIS does not work on saturday.
All packages recived on or before 6/29 with PD current as per June bulletin should be accepted, others will be returned in next few weeks.
While it is good thing to have hopes high, with only 140k visas available for all categories across all nationalities, and probably 500k ballpark -and growing ny the day - in the various stages on GC, you might want to reasses when the vaccum lies.
The examples you cited are mostly individual cases, chances of winning a class action lawsuit agianst government agencies are almost nil eventhough immigration lawyers will try to convince otherwise. We all know the initiative by Mr. Khanna did not yield the results inspite of his best efforts.
Do not woory, don't think there has been any successful lawsuits against USCIS.. in the end ,it is only going to be time wasting excersie for people who got involved in it.
The H4 is invalidated when the primary's AOS is approved.
If the spouse does not have an independent status in US, he/she have to go home country and apply a follow-to-join at a overseas counsulate.

My friend who applied in early June got her reciept after 2-3 weeks, all applications received at USCIS by 6/29 should be accepted. According to someone who spoked to an IO, it might take upto 45 days to get the reciept or returned applications.
They approved 1000s of applications with PD in 02 and 03. Most of these folks have RD in 03 and 04. Applications having PD in 01 or before are probably stuck in name check or there might be some other problem in their files.
