I think they could have three main categories for approvals on older cases:
1. Recent Visa Bulletin changes (most likely)
2. Complicated cases. According to USCIS Ombudsman, more complicated cases tend to be posponed further and further, because offices get paid (or otherwise recognized?) "for...
Checking latest Ombudsman report, I only found a discussion on up-front processing (like DORA), in which case the application is processed right away, but not adjudicated until all security checks are done.
Getting GC before NC is completed would be great for us, mainly because of the peace...
The latest Ombudsman report provides information on cases being forwarded to FDNS. They do not elaborate on how USCIS would reply to case status enquiries, though... I would hope they give some info like "under review" or alike, but there is no guarantee...
USCIS forwards positive FBI reponses (with actual data found) to FDNS (Fraud Detection and National Security) unit within USCIS. That unit has to review a positive reponse *before* adjudication can resume.
Washington Post article on FBI namechecks
As people are becoming aware of the Ombudsman report, there comes more heat on FBI backlog... Well, FBI tells they can build a computer system that helps improving the situation in 2010, they also blaim a disruptive move in 2006; remembering DOL's BEC's...
Ombudsman 2007 report is out
I would like to say THANKS! to the Ombudsman - they've released lots of interesting data in this year's report. I just started reading - http://www.dhs.gov/xlibrary/assets/CISOMB_Annual%20Report_2007.pdf
A couple of weeks ago I sent them an email talking about...
It was sent by our lawyers, not myself. Given that they sent me only one FedEx confirmation for all three I-485 applications, I would think they use the same envelope whenever possible, but I'm not 100% sure...
Do you have any pointers where lawyers discuss this on the Net? I spoke to my lawyer recently and understood that extended H1 would remain valid even after I485 denial...
When FBI returns a positive result (FBI found some information about you), USCIS will forward your case to their Fraud Detection and National Security Unit. Only after review by that unit can your application go back to adjudication. Your response seems to indicate that the case is currently...
More info on FBI backlog
There were several recent approvals for 2 to 2.5 years-old cases. It is so my guess that FBI is currently processing backlogged namechecks from the beginning of 2005. Yes, I know some people wait longer, but we do see some approvals from that time both here and on...
One of my friends (claiming FBI contacts) was telling that both age and the country of origin could matter. However, carefully studying multiple FBI documents on the Internet, I understood that it depends on the number and quality of database hits (how well does the record match or not match...
Remove any smileys and mail this transcript to USCIS Field Office Director at your local USCIS office as well as to their headquaters. Attach your appointement letter and name of the officer if you have that. Email it to CIS Ombusdman as well. They're being verbally rude.
I've been to a local...
I've made 3 service requests (two for myself and one for my wife). In all cases I've received written replies within two weeks.
Please note that no matter how many times you spell your street name to them, they will misspell street and city names anyway. The same agent during the same phone...
While we are waiting for GC's...
This is somewhat off-topic reading, but I found it very educational for myself... Feel free to ignore :)

The H-1B's metamorphosis into "the outsourcing visa" is a principal reason why American lawmakers have resisted raising the quota above 65,000...
I heard that they do bi-weekly scans for cases to resume (should include completed namechecks and PD becoming current). Once processing is resumed, no one knows how long it would take... Based on some other resumed cases, my estimate would be about 2 months.
If you want to get help through their service center phone number, I believe your case should be out of processing dates plus 30 days, and should not be touched within last 2 months. So, if they refuse to make a service request for you, you may have to take infopass.
Here is the key sequences...
Spouse's namecheck
Until now, I wasn't sure if it would make sense to make a service reuest for my wife. She is a dependent applicant anyway, and so cannot receive approval before me. However, this time we did make a service request for her as well... just to find out she is also stuck in the...
