Processing dates
The NSC dates for I-140 and I-485 have not moved with the release of the latest report. I-140 is still at Feb 28, 2006.
Looking at the TSC processing times, they're processing I140's from Jan 2006... everybody knows it's not true as they were actually approving June 2006...
You have to file at NSC. You could get some success trying to file on a specific day, so that the case gets forwarded to TSC. Read at immigration-law.com:

I could agree about checking once.... but once a month!? Just count it. PBEC is supposed to have 180,000 cases (half of the backlog). There are 22 working days in a month. 180,000/22 = ~8,200 emails a day!!! As far as I remember (per Icarus) only one person at a BEC is replying to those emails...
