regarding the authentication of original documents, for instance some universities refuse to authenticate the original degree or student copy, rather they choose to authenticate the copy of the original degree and student copy, how can we deal with this?

in deed it is the sponsor abroad who download and fill the form, don't the sponsor expected to notarize the document (the AoS) before sending it to us?
