I think this probably relates to when you can apply in the 90 period just prior to completing 5 years residence.
I don't think there's an analogous early application period for the state residence criterion.
We completed the whole process, successful interviews, tests etc. They said they needed to do this in case we wished to appeal (they said we had no chance of winning an appeal). My daughter and I received our letters. They don't use the word 'rejected' rather that we were ineligible to apply...

The annoying thing is that this criterion doesn't seem to be on the application form at all.
