    I think this probably relates to when you can apply in the 90 period just prior to completing 5 years residence. I don't think there's an analogous early application period for the state residence criterion.

    Not sure how to interpret the paragraph, but our online status was updated today. I expected it to move to decision, but it's been set to interview again. Perhaps they'll find a solution. I'll keep you informed.

    The annoying thing is that this criterion doesn't seem to be on the application form at all. I'd completed the paperwork before the move (we'd been in the old house for 12 years), but held off filing until we'd settled down a bit in the new house.
