Have any recent certifications gone from 'TR in process' to 'Certified' or are they all 'TR >> RIR >> Certified'? As a H1 visa applicant you are not required to show proof of ties to your home country. Infact I have been asked twice when having my H1 renewals stamped whether I will be applying for a green card and I have said yes. So this should not be a problem.

Correct, filing for I-140 means you have filed for an immigrant visa. If your wife is included, then say 'Yes' for her too. From what I understand this should not affect your H visas in anyway.

Do a search on Matamoros and Nogales and see what people have to say. Here is a nice detailed post on Matamoros involving a F1 visa renewal. From what I have read, Matamoros seems to have a higher rate of approvals but read up first and then decide for yourself.
