That should not be the case. I am from Pakistan but had both my previous H-1B visas stamped from Johannesburg, South Africa. When i went down to Matamoros, Mexico, my previous stamping Consulate was not discussed. My issue was with name check. So you should be OK. Good luck, Jawad
