When you say "AP status", do you mean CEAC says "refused" with a long description (221g, but commonly known as AP ), or do you mean CEAC shows "Administrative Processing". Because that latter status is part of the visa printing process.
There is a global "glitch" that has stopped 2NLs for being sent for any embassy for DV2025. I wrote about it in the article below, including some advice on contacting KCC.

There seems to be a technical problem with sending the 2nls. However many people have emailed kCC and have received replies giving their interview date.

You have asked me similar questions a number of times on my blog. That probably means that you are fearful of the move to the USA, perhaps you and your spouse don't agree on what is nest.

There are many such cases where cases appear to have been skipped. We can't know why in all cases, KCC haven't explained. However, it seems pretty much certain that no further 2NLs will be sent for DV2024 and DV2025 2NLs have started.

I don't massively disagree, but the law does spend a lot of effort of describing how the quotas are set if they are simply going to ignore them, and we have see years with obvious adherence to the quotas.
Well yes it was surprising, BUT not everyone had the same happy experience. Suva was *amazing* and just somehow ignored the quota entirely, but other embassies (such as Sydney) were more cautious (Sydney stopped under 2400).
It's also a little surprising (and a bit scary) to see OC so clearly...

It's a bit high. The OC case density in DV2025 (51%) is higher than DV2024 (42%). So your DV2025OC24XX number is "higher" than the exact same number in DV2024.
