    Ans. for your first Q: While returning to USA from other country for a GC holder, you will have to fill the same form as a US-citizen would fill (this form is circulated in the air-plane before you land at the POE airport). This is very short and straight forward form.

    I would not count on any such reforms unless they are materialized. These are there for tens of years just for words, not for action. I have been hearing such sweet things after I came to the USA in 2001, but nothing happened since then.

    You are not eligible to apply concurrently if your priority date is not current.

    NIW - EAD confused :-(

    You do not want to use the EAD obtained through the I-485 filing. The reason is that if your I-485 gets rejected (I hope that will not be the case), you will loose your visa status -- that's the only risk. If your I-485 is approved, then there's no problem.

    The USCIS received my answer to the RFE on I-140 (mine was EB2-NIW) on Jan 12, 2010. They approved my I-140 the following week (actually Jan 20, 2010). Not only that, after 2.5 hours of approval of I-140, they approved my (along with my family member's) I-485 also. It was a surprise to me.
