reason for deny they say I am not good enough... though I have several top publication and 12 recommendation letters from top institutes from various institute ... Just don't know what they are looking for

applied 3/1/2001, asked for more material in sep/2001, rejected in Feb/2002, appealed on March/2002, transfered to Administrative Appeals Office for review on 5/17th/2002. No progress was ever made... anyone can give some adivce? Can I do through outstanding researcher now, will the deny...
