I just got a nice letter from the folks at the NVC informing me that my Father's application is waiting for a police clearance letter from Pakistan. Correct me if I'm wrong but doesn't the DSL-1083 indicate that such a letter is unavailable from Pakistan?
I sent my request in and had an acknowledgement in 8 calendar days so I guess it is just the luck of the draw or maybe they weren't really busy. Requested my info from the Metro Police and had a letter back within 21 calendar days. I'm in Canada and I was shocked at the speed.
