I could never figure out what is the date that they are publishing on the web. Today's guess: This may be the average RD for the cases processed during the previous month. Then, if it leaps forward = CIS didn't process much of old cases. If it goes back = CIS processed more of the old cases...
From my experiense: I once got an email saying CIS sent a letter for my son. We received this letter four weeks later and it was postmarked 3 weeks after I had received that email. So, don't blame the post office.

I'm curious, what was in that letter? I went for INFOPASS yesterday, without any result of course. The IOs have really easy job. All they have to do is sit and say 'I don't know' from time to time. I'm a bit upset by the fact they are having these jobs using applicant's money.
I'd see it as a positive sign rather than negative. Pls share with us after you get it. And of course I'd dial TSC right away to ask about the status of the NC.

The funds for the NC come from us, not from the government. This is a cornerstone of the system: the beneficiary pays not the taxpayers. So this is a useless suggestion.

Your case shows FBI continues its policy of proccessing relatively young cases and ignoring old cases. From multiple answers to FAQs from the FBI on NC, an NC may last 'up to 5 years'...

I believe it's initiated at the time an IO puts its hands on your file for the first time; that is, when your fist FP notice is issued. But that's all theory, nobody really knows since there's no transperancy.
Maybe I didn't express myself clearly. The US consulate have statrted to initiate NCs on people who'd like to go to US for sightseeing, for a week or so. That's how I was told. and this is NOT a muslim country
