Yes you can switch the jobs if the job description is same and use the AC-21. After your 140 is cleared your emploer can cancel the 140 but using the AC-21 portability you can switch the emploeyr. Read the Ac-21 articles for more details.

Until your I-140 is cleared you can't switch the job. Once your I-140 is cleared you can use the AC-21. You have to be little more patient. Good luck.
