My attorney arranged this avaluation through "International Evaluations Inc" from NJ in 2001 when did my first H1B. We used the same for I-140 also.

I guess the LIN cases sitting in NSC and processed by NSC. If one get's a receipt starts with SRC, from NSC. They have to send the request of PP to TSC. That's what I see from filing instructions in I-907.
I do not see any indication in USCIS e-mail where the case is processed...

My case number starts with LIN 06-205-xxxxx. My labor calls for MS+0 (No conmbinations with bachelor's specified) with state license to practice. I am a Civil Engineer though.
