ND 04/22/02, no FP notice so far. How does TSC issue FP notice. Some people got FP notice in June 2003 after I-485 filed in May 2003. TSC makes no sense

I used AP to travle to China last Dec. but have not got FP notice. My I-485 RD is 04/23/02. I also renewd my H-1 visa though department of state last January. I am wondering if it will delay the FP. Anybody have the similar experience?
