I also though they cannot hold I-140 due to AC21 portability. However according to my attorney, AC21 was never a "precise Law" and Services centers are generous in doing their interpretation. Hopefully, the "FP -> I-140 approval" trend continues and I get my I-140 soon ... does not hurt to...- kasri
