I was in Boston INS yesterday. As of Nov 12 2002 they are open only till 12:00 pm. So anyone planning to go there should be advised of this new timings. They are closed every 3rd Friday of the month, except in December when they will be closed for 2 days in Christmas, instead of 3rd Friday.
