It doesn't matter where you go in NY it will always show Temporary Visitor on the license. Until you get your green card.

This is a bit confusing you are saying that people (holding RTD, the "issuing country" should be the country of origin, NOT "UNITED STATES".) Isn't the RTD issued by the US why would you put your country of origin when its not issued by them it doesnt make sense.

I don't think you will need to do biometrics again I think so I could be wrong but again it makes no difference as they already have all your info. There are 2 proposals one from Bush and the other one from McCain and hopefully something should pass by the end of the year.
