In your case, MS+0 is still "normal" and business necessity letter is not needed. This is because MS+0 = SVP Level 7 = 4 years of SVP expereince. (MS+0 does not exceed 2 to 4 years of SVP experience).
On the other hand, any experience requirement beyond MS will bump up the SVP Level to 8 (> 4...

If job requires MS+1 yr exp and if you have PhD +0 yrs exp, then the denial makes sense. Else, it does not.
