As far as India EB2 concerned and from trackitt.com ,
India EB2 approvals from NSC ==> 55
India EB2 approvals from TSC ==> 13
I believe NSC is still following the 180 day name check memo and TSC is ignoring it.
So, if one applicant with RD 2007 has name check cleared and another one with RD 2004, the latter person's application won't be approved ( inspite of 180 day memo ). What a bunch of jerks.

I hope this is a trend from TSC. Last 2 weeks TSC was nearly silent.
And this approval is a 'sane' approval : PD 2002 and RD 2006.
NSC was approving cases with PD 2003 and RD 2007 ( there by depleting visa numberss of oldies stuck in TSC ).
It appears the TSC is settig aside the NC stuck caes citing new FBI&USCIS goals to eliminate NC backlog ( April 02,2008 announcement ). So be prepared to wait longer .
USCIS backing out on Feb 04, 2008 name check memo
In trackitt forum there is some discussion that TSC is setting aside name check pending I-485 applications and ignoring the memo.

There is some rumor/news that USCIS is not honoring the name check memo of Feb 04, 2008 . Instead they are relying on some master grand plan of FBI to clear up name check cases.
It appears TSC is not honoring name check memo and relying on a new memo ( that came on April 02,2008 ) . So, may be , the name check cases are set aside.
The Ombudsman has pointed out
The USCIS gods go for "easy" cases to consume as many visa numbers ( to show productivity ) . So lot of RD 2007 cases get approved.
That is the stupid a$$ USCIS. They are still riding bullock carts in their streets around. Don't know what is computer , data base etc. What freaking FIFO ? PD Nov.2002 and RD July 2006 waiting..
