Since name check cleared in Oct., they might have requested visa number for you, so you could get approval even if the visa bulletin says dates retrogressed.

If you noticed many 2006 filers who were stuck in namecheck started clearing up since oct.2007 and many got approved this month. I believe those were "simple name hit " cases. For complex cases ( many hits ) it might takes many years to resolve.

AR-11 Change of address
I just changed my mailing address online at uscis.gov. I got the confirmation number for AR-11 . But forgot to take print out of filled AR-11 form.Is there a way to retrieve the filled form by giving the confirmation number ?

I too retrogressed ( back to Jan 02 ). Good thing that citizenship doesn't have country based quota.
For both. To apply for / to get approved one's PD should be prior to the cut-off date . Now, one might see some folks getting approved even if they are not current, that is because USCIS had pre-assigned visa numbers to them ( because name check had cleared ).
