how does INS decide the quota? don't they accept all applications until they announce that the quota is reached? 50,000 filed doesn't mean 50,000 approved. it would be unfair if they exhaust the quota and someone who filed in august 2004 doesnt get it, but someone who filed in september 2004...

If you filed 140 in 2003 and it is still pending, did you also file for canadian immigration? Is there a link between the two? Did you submit FP for canadian immigration while 140 was pending?
