Ethiopia is counted separately and their numbers tend to move slowly compared to rest of Africa numbers. For example looking at last month's numbers below.

By getting married before filing DS260 or you can wait until she migrates then she can petition for you.. that will take a while as a green card holder
I think you can get married after selection and include you in the DS260 as long as you can prove it was an existing relationship before the selection.
